HCR 69 (BR 248) - J. Draud, H. Moberly

Express the General Assembly's intent to provide a long-range plan for improving teacher compensation in Kentucky to lengthen the school year with commensurate increases in salary beginning in the 2004-2006 biennium and in subsequent biennia if funds are available; continue funding levels during the 2002-2004 biennium and consider increased salary enhancements for national board-certified teachers; continue funding a statewide recruitment plan to increase the supply of teachers; consider, in future biennia, the feasibility of subsidizing dependent care coverage for health insurance plans for teachers and funding for administrative aides for special education teachers; add additional, required salary cells on the single salary schedule for teachers to provide significant salary differentials for teachers with more than 20 years experience; improve incentives for teachers to serve as resource teachers, supervising teachers, and classroom mentors, if funds are available.

HCS - Retain original provisions but add statement that the General Assembly shall consider in future biennia designating one of the required professional development days as a parent and teacher conference day.
